Filing tax returns for free with eHerkenning, what's the deal?

As of Jan. 1, 2020, the government has made it mandatory to file tax returns with eHerkenning at assurance level 3. eHerkenning EH3 is a highly secure login tool to exchange data with the government. Because the AVG requires proper security of personal data, organizations have eHerkenning to exchange data with the government. One key for all government services. Also, eHerkenning can be used at more and more companies as login tool.

With the regular eHerkenning EH3, a user can basically log in to all (more than 400) government services. An authorized director of an organization can determine which government services his/her employees are allowed to log into. These employees then receive a eHerkenning EH3 with more or less permissions (authorizations to log into specific services)

And yes...there is a cost associated with this. The government believes that organizations struggling financially should be able to file tax returns free of charge. Therefore, compensation is available. This does not apply to sole proprietors (they can file a tax return free of charge by logging in with DigiD). The compensation can only be applied for by the entrepreneur himself and not, for example, by the intermediary for a Chain authorization.

A special Belastingdienst EH3 -login tool has been developed for the compensation scheme that allows one to file tax returns only. (Sales tax, Corporation tax and Landlord's tax). Before opting for this limited login tool , it is important to check for yourself whether you do not need to be able to log in securely to other services in the near future (more and more agencies are switching to eHerkenning). You cannot do this with the special Belastingdienst EH3 -login tool. The costs of a Belastingdienst EH3 -login tool at Reconi are from 20 euros per year ex. VAT. per Belastingdienst EH3 -login tool. The compensation you will receive from the government for this login tool is €. 24.20 per BV. With Reconi, you can also choose for a free identification at our location, so you can have a Belastingdienst EH3 -login tool completely free of charge. Click here for more information about the compensation scheme.

Now what if you already hold a regular (full) eHerkenning EH3 with authorizations for the Belastingdienst? Then you cannot apply for compensation. We will always advise you to consider the future benefits you have with a regular eHerkenning EH3, namely being able to log in to all government services at assurance level EH3 and below now and for future services. But if you indicate that you really only want to use EH3 for your tax returns at Belastingdienst, we can downgrade your login tool to a Belastingdienst EH3 -login tool.

How the scheme works:

A full-fledged (regular) eHerkenning EH3 is more expensive (and, as mentioned, can do much more) than the special Belastingdienst EH3 -login tool. Our clients can downgrade their eHerkenning EH3 free of charge to the special Belastingdienst EH3 -login tool. They are reimbursed for the overpayment in the form of a voucher, which entitles them to a longer term. The additional term is determined by the amount of the overpayment. With the special Belastingdienst EH3 login tool the user can receive 24.20 per year compensation through COE.

Your regular eHerkenning EH3 will be stopped, we will activate the Belastingdienst EH3 -login tool and you will receive from us a voucher for the remaining term with which you can later renew your login tool . However, you can use the Belastingdienst EH3 -login tool to log in to RFO to apply for your compensation. If you would like to downgrade your regular EH3 eHerkenning , please click here for the contact details of our Reconi helpdesk, they will help you further.
