What do you need before starting the application?
EH4 is the highest assurance level and is a login tool with PKI certificate*. EH4 is required for some services involving highly sensitive information.

Please note the following information required during the application.
* Reconi only supports EH4 in combination with a PKIoverheid certificate (card reader or USB stick) from
Reconi or KPN.
The user must have a Reconi or KPN personal or professional PKIoverheid certificate. EH4 can only be used in combination with a PKIoverheid professional or personal certificate (card reader or USB stick) from Reconi or KPN.
Do you not have a PKIoverheid certificate from Reconi or KPN? Ask for it first here before proceeding with your request for eHerkenning.
Please note that eHerkenning is person-based. When requesting eHerkenning , you must be the user yourself . This means that as a user, you must provide your own e-mail address and cell phone number. In addition, we ask you to submit a copy of your ID. The application cannot be made on behalf of another user.
We will ask you for a copy of the ID of the authorized representative or the authorization manager.
We will ask you for your organization's CoC number. Your CoC number can be found in the Commercial Register of the Chamber of Commerce: click here to find the CoC number.
Note: Please use the correct Chamber of Commerce number in your application, belonging to the organization on whose behalf you wish to do business with the government, as eHerkenning provides your Chamber of Commerce number to the service provider to identify your organization.
The issuance of EH4 requires personal identification of the user as well as authorized representative(s).
User identification
The user may identify himself by signing an identity statement with the personal or professional PKIoverheid certificate.
Identification authorized representative(s) - (if not equal to user)
The authorized representative can also identify itself by the identity statement digitally signing with a qualified personal or professional PKI government certificate.
If the authorized representative does not have a (PKIoverheid) certificate, an on-site identification will be performed. This involves careful verification of the personal data and identity of all those involved. This verification is in person, using original identity documents to confirm identity.
