Explanation of application process eHerkenning for municipalities

As of January 1, 2015, as a Municipality, you will need eHerkenning level EH3 to access the Municipal Data Exchange web portal. Below are the steps to follow to request eHerkenning:

1. Determine which users you want to request eHerkenning
In order to use node services, you as a municipality must determine a number of roles. The users fulfilling these roles need a eHerkenning .

2. Open the EH3 registration form

3. Complete the registration form
Due to our link with the Chamber of Commerce register, after entering the Chamber of Commerce number the registration form is automatically partly pre-filled. The second step asks for the details of authorized representative, meaning the details of the mayor or the town secretary (if this is listed on the CoC extract). Then, in the third step, you can enter your data as a user. At the authorizations tab, you can specify the validity period of the eHerkenning . In addition, at level 3, you must select at least the following authorization:
- Service provider: Stichting Inlichtingenbureau
- Service: Intelligence Bureau Exchange Services

4. Optional: Appoint a authorization manager
We recommend that you appoint a authorization manager for eHerkenning . If a authorization manager has not already been appointed at your municipality, you can do so through the Management module page

The authorization manager , like the authorized representative (the Mayor), is authorized to request funds and authorizations for the municipality. The Mayor (or someone else with demonstrable signing authority) must authorize the appointment of this authorization manager once. Thus, it is not necessary for the Mayor to sign for all applications. Also, the authorization manager gets access to the Management module where he can see for the municipality what funds and authorizations have been issued.

5. Print out the registration form and get it signed
After the application is completed, the PDF version of the registration form can be downloaded immediately. A copy of the registration form is also emailed to the authorized representative and the user. The registration form should be printed out and signed by the authorized representative and the user of the login tool entered on the form. 

6. Collect the necessary attachments and send them by mail
The original signed registration form must then be sent by mail to Reconi together with a copy of valid identification of the authorized representative and the user and an extract from the Chamber of Commerce, which is not older than 14 days. For the CoC extract, a printout of the "View Extract" option on the CoC website is required. website of the Chamber of Commerce is sufficient.

7. Processing application and delivery of eRecognition tools by Reconi
The incoming mail items are validated for correctness and completeness by Reconi on the day of receipt. The user then receives an e-mail with the confirmation of the username and a text message with the initial password, which the user can change if desired. No physical delivery takes place. The delivery is completely digital.
